In a case in Federal District Court in Florida, a person challenged in a Summons hearing the completion of the administrative steps, stating that the IRS agent was not authorized to issue the Summons because she lacked the "E" suffix on her Pocket Commission.  "E" would give her enforcement authorization.  A request to produce proper identification was met with silence by the court.

You can FOIA for pocket commissions and proper authority of IRS agents.   You can also request through FOIA, the enforcement authority of any IRS agent.

There are only customs collection districts in the United States.
